The Governor of Anbar Attends the Regular Meeting of the Higher Committee for Inter-Provincial Coordination, Chaired by the Prime Minister
The Governor of Anbar, Engineer Omar Mash'an Dabous, attended the regular meeting of the Higher Committee for Coordination Among Provinces, which was chaired by Prime Minister Ali Faleh al-Zaydi. The meeting addressed a number of priority issues for the provinces, foremost among them economic challenges, housing, electricity, services, and the strengthening of local government authorities.
At the start of the meeting, the Prime Minister affirmed that the government remains committed to addressing the current economic challenges, which are influenced by regional conditions, while emphasizing the need for prudent management of public funds, strengthening reform efforts, and giving special attention to the governorates most affected and in greatest need, in order to help overcome these challenges and improve their service delivery and development.
The governor reviewed a number of issues and requests pertaining to the province, emphasizing the importance of expediting the implementation of energy projects, foremost among them the Anbar Power Plant project (combined cycle), through the construction of the dry gas pipeline linking the Akaz gas field to the plant—for which approval to allocate additional funding has been obtained—and emphasizing the importance of financing the Iraq-Jordan power interconnection project – Jordan power interconnection project, as one of the strategic projects supporting the stability of the power grid and embodying a policy of openness and regional cooperation, thereby contributing to the diversification of energy sources and enhancing energy security.
The meeting included a discussion of the “One Million Residential Plots” project, during which it was decided to proceed with its implementation starting September 1, 2026. Governors were tasked with finalizing the selection of plots and overseeing the related procedures to ensure the selection of suitable locations that are close to service providers and consistent with future urban expansion plans. Discussions also covered measures in the electricity sector, including approval to transfer administrative and technical responsibility for the distribution sector to the governorates as part of smart solutions for the electricity sector. Additionally, the meeting addressed the regulation of privately owned generators and the strengthening of coordination between federal authorities and the governorates on this matter.
The governor of Anbar also discussed plans to develop border crossings and the overland Hajj route project, given their importance in boosting trade and economic activity, developing infrastructure, facilitating the movement of pilgrims and travelers, and capitalizing on Anbar Province’s strategic location.
The meeting addressed the completion of the financing requirements for the Al-Ramadi Silo project, given its importance in supporting the agricultural sector and strengthening food security, as well as securing the necessary funding for operating expenses to ensure the continuity of service departments’ operations and meet the needs of citizens.
The meeting also included a discussion of mechanisms to complete the transfer of a number of units from the Ministry of Youth and Sports to provincial administrations, in accordance with the Law on Provinces Not Organized into Regions, and to strengthen coordination between local governments and the Ministry in the management and investment of sports facilities, as well as the review of training and capacity-building programs for the governorates and their councils, in coordination with the National Security Advisory Office.
The governor of Anbar affirmed that the local government continues to raise and follow up on the province’s issues within the federal framework, and to work toward translating priorities into practical decisions and measures that support reconstruction and development, enhance services and stability, and strengthen the role of local governments in managing issues that affect citizens’ lives.
