From a speech by Anbar Governor Mohammed Nouri shortly before he took the constitutional oath of office as a member of the Council of Representatives, in the presence of the head of the Provincial Council, a number of military and security leaders, members of the Council of Representatives, the governor’s aides, heads of administrative units, and senior officials in the province:
I had the honor of serving Anbar during one of the most challenging periods the province has ever faced—a period in which we were confronted with accumulated debt, a severe shortage of financial allocations, and service and economic pressures well known to all. Despite all of this, we did not allow despair to take hold of us, and our work continued unabated, based on our belief that serving our people is a duty that requires neither ideal circumstances nor excuses.
During this phase, we worked on genuine administrative reforms, striving to restore discipline and prestige to the governorate’s institutions, and treating everyone equally.
My transfer to another post will, God willing, be a continuation of our governorate’s support for federal government institutions in Baghdad.
We still have important issues before us that require effort and follow-up, and we have begun taking serious steps to address them with the federal government, foremost among them the issues of compensation and the salaries of martyrs and the wounded. This is a responsibility we will continue to fulfill until these matters are fully resolved, God willing.
Today, I would like to thank my brothers, the Chairman of the Provincial Council and the Council members, who have been true partners and supporters of every reform and public service initiative, and who stood with us in making difficult decisions with a sense of responsibility and concern for the best interests of Anbar.
I would like to take this opportunity to express my thanks and appreciation to all military and security leaders and their personnel across all branches and units, who have played a major role in consolidating security and stability.
I would also like to express my thanks and gratitude to the deputy governors, their assistants, and the advisors, as well as to the senior staff at the Governor’s Office and the service departments, for their hard work, sincerity, and dedication in performing their duties. I urge them all to continue with the same enthusiasm and high spirits, and to maintain a spirit of teamwork.
I urge all of you to continue working with the same dedication and to maintain unity and a spirit of cooperation, for Anbar deserves so much, and its people always deserve the best.
